  • Description*

    The proposal is for a new graduate level certificate program in Deafblindness Education.  This program will provide specialized training for teachers and other professionals who work with students with low incidence sensory disabilities.  The certificate program will be a total of 15 graduate credit hours comprised of five 3-credit hour graduate level courses.  The five courses include the following:

    EDDB 6501: Characteristics, Issues, and Trends in Education of Learners with Deafblindness

    EDDB 6502:  Communication and Sensory Needs of Learners with Deafblindness

    EDDB 6503:  Assessment and Education Planning for Effective Instruction of Learners with Deafblindness

    EDDB 6504:  Academic, Social-emotional, and Behavioral Learning of Learners with Deafblindness

    EDDB 6505:  Collaboration, Transition and Futures Planning for Learners with Deafblindness

    The program will be fully online but will not be part of the Wiley offerings.  Since this is not a teacher licensure program, it will not require CAEP accreditation.

    Currently Ohio does not have an education program in the area of Deafblindness. The Ohio Center for Deaf Blind Education (OCDBE) has been a leading advocate for developing and implementing an education program in Ohio.  The first formal meeting to explore this option was held in the OCDBE office in Columbus Ohio (July 2023).
    Deafblindness is one of the least prevalent disability categories identified in the Individuals with Disabilities Education Act (IDEA) The demand for this program will not be large. It is anticipated up to 15 students per year will be enrolled in the program coursework.
     Recruitment for this program will bring in new students from across Ohio who are working in the LISD education areas.  The project is a statewide effort as part of the LISD work across Ohio. 
    It is anticipated costs for this program (Tuition, Instruction, materials etc.) will be covered through grant funding from the Ohio Department of Education, Office of Exceptional Children*. 
    *NOTE This is also the office which provides financial support for the undergraduate Intervener, graduate Intervention Specialist Visually Impaired (TVI) and graduate Intervention Specialist  Hearing Impaired (TOD) programs at Shawnee State. 

    There are no programs similar to this in Ohio and only four similar programs in the entire United States.

    There is no effect on teaching load or institutional resources.  Adjunct instructors with special expertise in deafblindness will be employed to teach the courses.  All course will be offered exclusively online but not through Wiley.

Staffing Qualifications (Required for New Programs)

    Dr. Doug Sturgeon - Teacher of the Deaf/hard of hearing, expertise in deafblindness Dr. Karen Koehler - Teacher of the Blind/visually impaired, expertise in deafblindness Additional adjunct faculty will be hired to teach program courses. These faculty will have expertise in the area of deafblindness
